Belediye Katı Atık Karbon Finansman Programı

Projenin amacı

Fas MSW-CF programı, Fas Belediye Katı Atıkları Geliştirme Politikası Kredileri (DPL 1 ve 2) ile paralel olarak geliştirilmiştir. Programın temel kalkınma amacı, iklim hafifletme gündemine katkıda bulunurken Fas belediyelerinin karbon piyasasına erişimine yardımcı olmaktır. Bu program aracılığıyla, Dünya Bankası tarafından yönetilen Karbon Ortaklığı Tesisi, başlangıçta programa en fazla 16 çöplük gaz (LFG) projesinin kaydedilmesi yoluyla dokuz yıl boyunca (2012-2020) yaklaşık 4,5 milyon tCO2 eşdeğeri toplam miktarda satın almayı planlamıştı. Proje Yürütücüsünün programa ek çöplüklerin dahil edilmesini sağlamada önemli gecikmeler yaşanması nedeniyle, ilk amaçlar gözden geçirilmiş ve Mart 2017'de imzalanan bir ERPA değişikliğiyle yansıtılmıştır. Buna göre program yalnızca Oum Azza Çöplüğü LFG projesinin kaydedilmesiyle sınırlandırılmış ve Karbon Ortaklığı Tesisi Karbon Fonu'nun Emanetçisi sıfatıyla Dünya Bankası tarafından satın alınması beklenen hacim, programın süresi boyunca (2012-2020) 272.000 tCO2 eşdeğeri olarak azaltılmıştır. Asıl metin: The Morocco MSW-CF program was developed in parallel with the Moroccan Municipal Solid Waste DPLs (DPL 1 and 2). The main development objective is to help the Moroccan municipalities in accessing to carbon market while contributing to the climate mitigation agenda. Through this program, the Bank managed Carbon Partnership Facility had originally planned to purchase a total amount of about 4.5 million of tCO2equivalent over nine years (2012-2020), through the registration of up to 16 landfills LFG projects to the program.Given significant delays on the side of the Project Entity to secure the inclusion of additional landfills into the program, the initial objectives were revised and reflected into an ERPA amendment signed on March 2017, to reflect the reduction of the program to the sole registration of the Oum Azza Landfill LFG project and reduce the volume expected to be purchased by the Bank, as Trustee of the Carbon Fund of the Carbon Partnership Facility, to 272,000 tCO2equivalent over the duration of the program (2012-2020).
