Development objective

The proposed Development Policy Loan (DPL aims to support the Government in the implementation of Mexico's Integral Upper SecondaryEducation Reform (Reforma Integral de la Educacion Media Superior, RIEMS) to improve the internal efficiency of EMS and its responsiveness to the labor market. The programmatic series would support actions in the following three areas addressing the key constraints of the EMS system: (i) improving flexibility of EMS, (ii) enhancing quality and relevance of education, and (iii)reducing the opportunity cost of EMS.
